Dissolve the blue Jell-O in hot water, stir in cold water and vodka, cool slightly, pour into cups a third full, and chill until set.
Bloom the gelatin in cold water, stir in hot water until dissolved, mix in sweetened condensed milk and optional vodka, cool to room temperature, pour over the blue layer, and chill until set.
Dissolve the red Jell-O in hot water, stir in cold water and vodka, cool slightly, pour over the white layer, and chill until fully set, at least 2 to 3 hours or overnight.
Top with whipped cream and sprinkles right before serving.
- Make these up to a day ahead. The extra time only helps the layers set clean.
- Lightly oil the cups before filling so the shots slide out easily at serving time.
- Store covered in the refrigerator, and hold off on the whipped cream and sprinkles until just before serving.
